000023	JUDGE WHYTE:  I think one big concern is the inability to challenge the validity of a patent until there's actually a lawsuit between competing or competitors.

000100	An awfully high percentage of patent applications end up in patents -- issued patents in one form or another, and it's a general proposition, I tend to think.
